The Queensland Divisional Council oversees the running and operations of the Queensland Division. Divisional Council comprises volunteer members elected by the membership of the Division. Elected Divisional Councillors hold office for a period of 2 years. More information on how Divisional Council is formed can be found on our Volunteering page.

President

Philip Willington is a Director of Knight Frank Valuations having responsibility for valuations throughout South-East Queensland. He joined Knight Frank in 1993 and has been a Director since then. Philip joined Jones Lang LaSalle as a cadet valuer in Sydney (1972), transferred to Brisbane (1975), London (1978), returned to Sydney (1981), returned to Brisbane (1983) and became a director of JLL in 1986.
Philip was registered in Queensland in 1976, NSW in 1981 and as a Specialist Retail Valuer in 1991. He became an Associate of the API in 1977 and Fellow in 1985.
Philip was a Councillor of the API in Queensland between 1985 and 1991, a current Councillor since 2009, Vice President in 2010 and member of the CPD Committee since 2003. He has written an article on retail rental issues (published in the API Journal), conducted seminars/lectures for the API, Chartered Accountants, PCA, UQ, QUT and Bond.
Vice Presidents
Timothy Rabbitt is a Director of Taylor Byrne Valuers. He was admitted as an Associate of the API in 1992. Tim began working with the Queensland Electricity Commission as a Cadet Valuer in 1987 and was involved primarily in resumption work for electricity infrastructure throughout South East Queensland.
In 1993 he joined Taylor Byrne and has been a Director since 1997, and along with his partners, is involved in the day to day running of that business. In that time Taylor Byrne has grown to 17 offices throughout Queensland and New South Wales, practising in all forms of valuation.
Tim’s professional activities are principally in land acquisition and compensation matters throughout Queensland and the Northern Territory.
Darren Trivett joined G.D. Trivett & Associates in 1981, has been a registered valuer since 1988 and an Associate of the API since 1998. He is currently Manager, Valuations with that firm. He has extensive experience in a wide range of property valuations and in particular has a strong base in residential property throughout South East Queensland together with industrial, commercial and retail property. He is the expert child care centre valuer for a number of lenders having undertaken valuations throughout the State, provided an article for the Valuers Registration Board and presented at the API’s State Conference in 2009.
In addition, Darren was the API representative on the Queensland Government Steering Committee in relation to property data sold to the various brokers and made available to property experts including valuers. He has also been involved with the last two API Queensland Charity Golf Days.
Immediate Past President
Michael Hefferan has been a Registered Valuer and Associate of the Institute since 1979. He has held property/valuation positions with DNR, Electricity, Public Works and as Executive Director, Department of State Development. He has been involved in valuer education for over 15 years. He has a PhD and Masters and is currently Professor of Property and Development at the University of the Sunshine Coast and Adjunct Professor at QUT.
He is currently the Queensland representative on the API’s National Education Board. Michael has played a major role in the review of the Statutory Valuation system and presented a range of papers and presentations to institute members.
He has been directly involved in property research over many years and has published a number of research articles. He is also active in the Urban Development Institute of Australia and Property Council of Australia.
National Councillor
Cameron Harris has been a member of the Divisional Council since 1999. Cameron is the Queensland Division’s National Councillor and also Chairs the API’s National Professional Board.
An Associate member since 1994, Cameron holds a Bachelor of Applied Science in Property Economics from the Queensland University of Technology and an Associate Diploma of Business in Real Estate Valuation from the University of Queensland.
Cameron is a Director of Knight Frank (Cairns) with over 20 years property experience in South East Queensland and Cairns.
Steven Boyd is a Lecturer in Property Economics and Development at the University of the Sunshine Coast. He is currently the Chair of the Sunshine Coast’s API Discussion Group (since 2008) in addition to being part of the committee for the region’s Property Council of Australia and a member of the Noosa Biospheres Economic Community Sector Board.
Since 2001 he has been active in property funds management, valuation, consultancy and education. During the past 6 years Steven was part of the Property Operations team for a Brisbane based funds management company before moving to the Sunshine Coast in 2007 to manage a consultancy and valuation practice. Recently Steven has followed his teaching interests and re-entered academia.
Steven became an Associate of the API in 2003, is a certified Valuer in Queensland and New South Wales, a registered Specialist Retail Valuer in Queensland.
Allen Crawford, Executive Director Chesterton Corporate Property Advisors is currently on Divisional Council and is an Assistant Member on the Valuer’s Registration Board. He has been a Registered Valuer since 1981 and in 1994 was elevated to Fellow.
He Chairs the Queensland Professional Board of the Institute and has established a number of forums supplementing the CPD program. These include Rental and Compulsory acquisition forums together with a Report Writing Course and a Specialist Retail Course.
Allen has written numerous valuation industry papers and received formal recognition from the API for his contribution to DCF standards.
He regularly presents papers in professional forums both valuation and legal in Australia and Internationally. Allen has lectured on Valuation subjects at QUT, Finsia & UQ where he currently provides assistance setting and presenting valuation assignments.
Jodi Dendle is employed by Herron Todd White in Rockhampton and was admitted as an Associate of the API in December 2009. Jodi joined Herron Todd White as an Assistant Valuer in 2007 while completing her Bachelor of Property degree through CQUniversity. Jodi was also a student member of the API prior to admission. Jodi works predominately in the commercial division within Herron Todd White and has experience in all facets of commercial property sector across Central Queensland including going concerns. Prior to commencing her valuation career, Jodi was employed by a major Brisbane legal firm.
Jodi has been chairperson of the Rockhampton API discussion group for the last two years.
Rod Greenland is currently employed with Herron Todd White in Cairns and was admitted to the API as an Associate member in 1992 and as Fellow in October 2009.
On completing studies Rod was employed with the Australian Valuation Office in Brisbane and then later Townsville before a role with the Department of Natural Resources in Cunnamulla. From there he moved to the private sector initially with Taylor Byrne and then Herron Todd White and has recently returned from the UK where he spent 4 years working as a commercial valuer with Savills in London.
Rod’s valuation expertise is primarily in the rural and commercial sectors and he has undertaken instructions across most of Queensland over the last 20 years. He has been actively involved with the API across this time and contributed to professional conferences and provided a technical paper for the Australian Property Journal.
John McEvoy was admitted as an Associate of the Australian Property Institute on 6 June 1996. John has over 20 years’ experience in the valuation profession with the first 10 years being within the finance industry. John commenced employment with LandMark White Brisbane Pty Ltd in 1997 as a Senior Valuer and became a Director in 1999. He was appointed as the Managing (Qld) State Director in 2005 and currently remains in that role.
John has experience in all facets of valuation but is primarily focused on residential development and has undertaken valuations of major projects within South East Queensland. He is a committee member of the Property Council of Australia and has given a number of presentations addressing valuation practices for the PCA and the banking industry.
Bart Mead is the current Chief Executive Officer of Propell National Valuers and has been a Director of Alex J Saunders Valuations (now Propell National Valuers) since 1995. Bart was admitted to the API as an Associate in 1990.
Bart Mead has been active within the Property Industry for the over 25 years, with exposure to all segments of the Property Market and all classes of property at a technical level.
In addition to his professional valuation experience, Bart has a high level of involvement in Management and Administration of Valuation practices, with a focus on professionalism, quality and training, which are all essential to the maintenance and the continued improvement of the Valuation profession and the perception of the profession.
Over the past 4 years, Bart’s experience has included National exposure, through the formation of Propell National Valuers.
Tim O'Sullivan graduated from the Queensland University of Technology in 2006 with a Bachelor of Applied Science (Property Economics).
Tim is a Registered Valuer working with Knight Frank Valuations. He commenced his property career with Knight Frank in 2005 in their Queensland Consultancy & Estate Services Division and moved to valuation in July 2007.
Tim is the Chair of the API’s Queensland YPP Committee.
Matthew Shadbolt is the Regional Manager Queensland with the Australian Valuation Office, part of the Commonwealth Government. He was admitted as an Associate Member of API in 1991.
Matthew has previously served the ACT Division of the API as a Divisional Councillor from 2005 to 2010 before retiring from this position due to his relocation to Brisbane. In that time with the ACT Divisional Council he was Junior Vice President from 2007-2009 and Senior Vice President from 2009-2010.
Matthew was also a member of the API’s National Professional Board from 2009-2010. He has a wide variety of valuation experience throughout ACT, NSW and QLD.
